YOUR telegram No. 120 of 12th November: China loan. Imperial Foreign Office state that German Government are perfectly willing in principle to use their best endeavours to persuade Chinese Government to permit joint signature of loan by all four groups, and will instruct their representatives at Peking and Washington accordingly as soon as they have received from United States Government information as to purposes for which money is to be utilised.
